Police Chief Lanier to Attend Next ANC Meeting

Cathy Lanier, Chief of Police, and Jacob Kishter, Third District Commander, have confirmed their attendance at the upcoming ANC 2F meeting on Wednesday, October 2, 2013. Lanier and Kishter will join Councilmember Jack Evans (Ward 2) in leading a community discussion about the recent rash of gun violence in parts of ANC 2F.

MPD is expected to provide updates on the incidents in question, as well as discuss current prevention efforts. The meeting will begin promptly at 6:30 p.m. at the Washington Plaza Hotel (10 Thomas Circle, NW). There will be limited seating.

Councilmember Evans to Host Community Discussion on Recent Rash of Gun Violence

As many of you are aware, there has been a rash of gun-related violence within parts of ANC 2F; gunfire has erupted two times in the just the past week. In his most recent online newsletter, Councilmember Jack Evans addressed the issue and shared his resolve to make sure steps are taken to prevent future gun-related violence in our neighborhood. Evans reached out to Chief Lanier and Third District Commander, Jacob Kishter, who reported they had suspects and hoped to make arrests soon. As a result of these recent incidents, MPD has stepped up patrols in the area, including plain clothes police.

This is a good first step, but Councilmember Evans wants to continue the conversation on what we can all do to prevent events such as this from occurring before they happen. As part of this ongoing conversation, Councilmember Evans will be in attendance at the next ANC 2F regular public monthly meeting on October 2, 2013 at the Washington Plaza Hotel, 10 Thomas Circle, NW. Representatives from MPD will also be in attendance to provide updates on the incidents and prevention efforts. The ANC meeting will start promptly at 6:30 p.m. (a half hour earlier than usual) in order to provide sufficient discussion time for this topic, which will be first on the agenda.

Joint ANC Education Forum, This Saturday at 10 a.m.

The Logan (ANC 2F), Dupont (ANC 2B), Foggy Bottom (ANC 2A) Education Network, along with the Logan Circle Community Association (LCCA) and the Dupont Circle Citizen Association (DCCA), are co-sponsoring a community education meeting on Saturday, September 21 from 10 a.m. to 11:30 a.m. at Luther Place Memorial Church – 1226 Vermont Avenue, NW.

We are very excited to have Principal Tanya Roane & Associate Principal Sah Brown from Cardozo Education Campus along with Associate Principal Benjamin Williams from the School Without Walls at Francis Stevens to talk about our neighborhood middle schools.  There will also be a short presentation about the Logan Circle heritage curriculum.

There will be light breakfast fare and babysitters, so come join us on Saturday Morning!

Franklin Park Vision and Transformation Plan Public Kick-off Meeting

The DC Office of Planning, the National Park Service and the Downtown BID are holding a public meeting and workshop to kick-off the Franklin Park Vision and Transformation Plan. Anyone with an interest in Franklin Park is invited to come share their ideas for how to improve and enhance the visitor experience of the park. The project team will present information on the project goals,project background and existing conditions analysis. The project team also will hold a visioning and programming workshop with attendees to gain a deeper understanding of current problems and issues as well as desired park uses and programs.

Project Background
Franklin Park is located between K and I Streets, NW and 13th and 14th Streets, NW in downtown Washington, DC and is owned by NPS. The park sits within a rapidly growing neighborhood of Center City DC that has seen a 31.6% increase in population over the last 10 years. Currently the park does not meet the diverse needs of neighborhood residents, workers or visitors; however, there is the potential to transform Franklin Park into one of our nation’s premier urban parks. To realize this dramatic transformation, the DC Office of Planning and its partners will investigate options for increasing recreational opportunities, adding services such as food and restrooms, increasing events and programs, restoring historic resources, incorporating sustainable and ecologically sensitive materials and practices, enhancing surrounding streetscape and transportation connections, and using a public/private partnership to oversee the long-term maintenance and management of the park.

Commissioner Announcements

  • DDOT will be installing a bicycle lane on M Street, NW between 14th and 28th Streets, NW.
  • The District Office of Planning is soliciting community feedback for the redevelopment of Franklin Square Park (between I & K Streets, NW and 13th & 14th Streets, NW). A stakeholder meeting about the park’s redevelopment will be held next Wednesday, September 18, 2013. Contact Commissioner Connolly for more information.
  • The annual Blagden Alley picnic will be held Saturday, September 28 at 3pm. A DJ will start playing at 5pm. Stick around for the Nuit Blanche Art All Night DC 2013 event, from 7pm – 3am in Shaw.

 

Metropolitan Police Department Report for PSA 307

Master Patrol Officer Jermaine Wilson, accompanied by recently hired Officer Christopher Brown, presented the monthly crime report. Crime statistics remains low for PSA 307, though there has been a small increase in property crimes and theft from autos. Officer Wilson reminded community members to roll up the windows of their cars, lock their car doors, and stow valuables out of sight.

 

ANC Committee Reports

  • The ABRA Policy Committee noted its next meeting will be September 19, 2013, 7pm at the Washington Plaza Hotel. The Committee continues to consider the extent of its purview and the practices it will implement to streamline and monitor the alcohol licensing process.
  • The Community Development Committee recommended that the Commission accept Brasserie Beck’s (1101 K St., NW) application for a valet parking permit; the Commission accepted the endorsement by unanimous consent. CDC Chair Cain also shared a few updates on the current state of the District’s Visitor Parking Program and indicated the process is still moving forward.
  • The Crime and Public Safety Committee noted its next meeting will be September 18, 2013, 7pm at the Washington Plaza Hotel. CPSC Chair Linn mentioned the Committee’s upcoming Fall outreach event on crime and crime prevention.
  • The Education Committee noted its upcoming meeting on September 21, 2013, 10am at Luther Place church. The meeting will be jointly held with ANCs 2B and 2A, and attended by several area middle school principals, who will discuss their vision and plans for the future of the city’s middle schools.

 

New Business Items (in Brief)

  • The Commission voted unanimously to recommend that the DDOT Public Space Committee approve the plans for sidewalk and landscape improvements by the Morrison Clark Hotel (1107 L St., NW). The Commission further noted it will recommend to DDOT that the parking spaces on the south side of the block be returned to general public use (the current parking signs reflect the building’s previous use as a religious institution and restrict parking accordingly).
  • The Commission voted unanimously to recommend that the DDOT Public Space Committee approve Café Phillips (1451 L St., NW) request to serve up to 24 outdoor diners on the sidewalk.
  • The Commission voted unanimously to write a letter of support for the nomination of Le Diplomate (1601 14th St., NW) as a potential recipient of the 2014 D.C. Historic Preservation Awards Competition.
  • Commissioners Linn and Fanning noted the upcoming ANC 2F Sanitation, Education and Enforcement Summit, tentatively scheduled for October 17, 2013, at which the Commission will convene residents, restaurant, and business owners along the 14th Street corridor, and various District enforcement agencies to address trash management and rodent prevention strategies.
  • The Commission unanimously voted to recommend that the DDOT Public Space Committee approve the public space application for Ghibellina (1610 14th St., NW) to use the area immediately outside the restaurant’s front door for patron seating. Commissioner Cain noted Ghibellina’s collaboration with the community to ensure only seated patrons will be served outside.
