December 4, 2013 Public Meeting Summary

Vice-Chairman Matt Connolly was acting Chair for ANC 2F’s last regular monthly public meeting of the calendar year. A summary of the meeting highlights follows.

The next regular monthly public meeting for ANC 2F will be Wednesday, January 8, 2014, at 7PM at the Washington Plaza Hotel (10 Thomas Circle, NW). See you all next year!

COMMUNITY FORUM

  • Hasim Dawkins, Community Relations Manager with DC Sustainable Energy Utility (DCSEU), shared information about DCSEU’s programs for homes and businesses that can help lower energy use and save money. More information about DCSEU programs is available on its web site.
  • D.C. resident Paul Harrison shared information about a community petition to change the traffic configuration of O Street, NW at 10th St, NW. The petition asks for O St, NW to become a one-way street in opposite directions from 10th St, NW.  The goal of the requested change is to discourage drivers from using O St, NW as a primary east-west thoroughfare through the city.
  • The Friends of McMillan Park spoke to their ongoing effort to preserve, restore, and reuse historic McMillan Park in Washington, D.C. for the benefit of the community.
  • Revered Adam Briddell of Asbury United Methodist Church invited the community to a viewing of the documentary “3AM Girls” on Tuesday, December 10 at 6:30 p.m. The documentary and following community discussion will be about the underworld of domestic human sex trafficking in Washington, D.C.

ALCOHOL POLICY COMMITTEE (APC) REPORT

  • The APC presented its Scope and Goals document, which outlines the framework for the committee’s duties and responsibilities. The APC invites community members to its upcoming meeting on December 18, 2013 (location TBD, will be posted on the ANC 2F blog) to participate in the Committee’s discussion about the boundaries of its purview.
  • Upon recommendation of the APC, the full Commission voted unanimously to adopt the proposed Settlement Agreement with Glass House Coffee (1333 14th St, NW).
  • Upon recommendation of the APC, the full Commission voted unanimously to support alcohol license renewals for A n D (1314 9th St, NW) and Black Whiskey (1410 14th St, NW).

COMMUNITY DEVELOPMENT COMMITTEE (CDC) REPORT

  • The next and final CDC meeting of the year will be Wednesday, December 11, 2013, 7:00PM at the Washington Plaza Hotel. The draft agenda for the meeting is available here.

CRIME & PUBLIC SAFETY COMMITTEE (CPSC) REPORT

  • Commissioner Linn is finalizing the Community Impact Statement for three court cases involving violent and serious crimes on the 1400 block of R Street, NW and Johnson Ave, NW.

EDUCATION COMMITTEE REPORT

  • The November 16th Education Committee meeting, focusing on updates to the D.C. school lottery system, was well attended and extremely informative.
  • The December Education Committee meeting (date and location TBD) will focus on science and technology curriculum for the D.C. public school system.

NEW BUSINESS

  • The Commission voted unanimously to support Tortilla Coast’s (1454-1460 P St, NW) request to extend its operating hours (until 1AM Sunday through Thursday and 2AM Friday and Saturday INSIDE; and 11PM Sunday through Thursday and midnight on Friday and Saturday OUTSIDE). Consideration of this extension was part of Tortilla’s Coast Settlement Agreement and reflects operating hours in line with other establishments in the area.
  • The Commission voted unanimously to write a letter of support to the Office of the Deputy Mayor for Planning and Economic Development (DMPED) with its recommendation for the redevelopment of the historic Franklin School. The letter will commend all four redevelopment proposals and express the Commission’s support for whatever decision DMPED makes, while noting the Commission’s preference for the ICE-DC and Douglas Development boutique hotel proposals. The Commission will also appeal to DMPED to focus on the criteria of public access and public benefit in its decision-making process.
  • The Commission voted unanimously to send a letter to the Mayor urging that the historic building at 1211 10th St, NW be preserved, and that the owner’s request for demolition and subsequent appeal based on economic hardship be denied.
  • The Commission voted unanimously to endorse Council Bill 20-81 sponsored by CM Jack Evans (“Trash Compactor Tax Incentive Act”), which would provide an income tax credit for businesses that purchase a trash compactor. The proposed legislation envisages a credit equal to 50% of the cost of the trash compactor.
