Shop Tax Free in D.C. August 4-12

The District of Columbia will offer a Sales Tax Holiday beginning 12:01 a.m. Saturday, Aug. 4, through midnight Sunday, Aug. 12, to provide buyers an exemption from the 5.75 percent sales tax for shoes, clothing, accessory items, and school supplies.  The exemption covers each item costing $100 or less.

The sales tax exemption will apply to each eligible item regardless of how many items are sold on the same bill to a customer.  It will also apply to layaway sales if the retailer and customer enter into a layaway agreement or the customer makes the final payment on the layaway order during the exemption period.

For more information about the Sales Tax Holiday, the public and businesses should visit Office of Tax and Revenue Web site at www.taxpayerservicecenter.com under “Sales Tax Holiday” or call its Customer Service Center at (202) 727-4TAX (4829).

In addition, there will be a second tax holiday held in November, beginning the weekend following Thanksgiving, Nov. 23, and continues through midnight Dec. 2. The estimated fiscal impact for fiscal year 2007 is $1.14 million for both holidays.

Inventory of Problem Trash Addresses
DC's Department of Public Works is asking for our help in developing a list  repeat offenders of trash violations.  This can include establishment names, addresses of private homes, apartment buildings, commercial buildings, restaurants and bars.  I will also share our list with the Department of Health and DCRA (DCRA deals with trash on private property – such as backyards, front yards of private homes).  Please share any names/addressees with me at anc2f06@gmail.com by July 25, 2007.

Proposal to make 10th Street Two-Way Between New York Avenue and L Street, NW

As you may recall, the District Department of Transportation (DDOT) approached Advisory Neighborhood Commission (ANC) 2F with a proposal to modify the traffic pattern on 10th Street, NW between L Street and New York Avenue from one-way southbound to two-way traffic.  As the commissioner for single member district (SMD) 2F06—the SMD most effected—ANC 2F directed me to chair a committee to deliberate the merits of the proposed change and to communicate the neighborhood’s opinion regarding the proposal to DDOT.

You may also recall one problem with the subject proposal was that the recommending party could not be identified.  It was initially thought that the Circulator Bus suggested the change to “smooth out” one of its routes.  Although they denied making the suggestion for quite sometime, it turns out that it was actually the Circulator who made the initial proposal.  Subsequently, the Circulator dropped its support for the modification.

In my opinion, the fact that no party was in full support of the proposal highlighted the fact that it was being made in a vacuum without any consideration of other nearby current and future traffic patterns.  The opening of the convention center hotel and the planned redevelopment of the old conversion center site will certainly have an impact on traffic in the immediate vicinity of 10th Street between New York Avenue and L Street.  There were no traffic studies completed to support the project.

Representing area residents, the ANC asked DDOT to suspend the project until there is a comprehensive master strategy that explains the reasons behind proposed projects and describes how they will fit in to a larger, forward-looking plan.  DDOT agreed with the ANC’s request and will not move forward with the proposed project at this time.

ANC2F is composed of six Single Member Districts (SMDs), each of which includes about 2,000 residents. Voters who reside in the same SMD as the candidate elect the Commissioners. Commissioners are nonpartisan, unpaid local government officials.
