Helen Kramer has a Ph.D in economics from the University of Wisconsin at Madison and came to Washington in 1974 after a career in college teaching to work in the Washington office of the United Automobile and Aerospace Workers Union. She spent the last 20 years of her career in Import Administration at the U.S. Department of Commerce. She has lived in the Logan Circle community since 1980 and served as President of the Logan Circle Community Association and subsequently ANC Commissioner for four terms. She has been a member of the Community Development Committee since its inception.
